Ten of the 11 leasable buildings under construction at Tortola Pier Park—the development adjacent to Road Town's recently expanded cruise pier—are expected to reach 'substantial completion' by Oct. 31, the British Virgin Islands Ports Authority said Monday.

Plus, 54 businesses are currently committed and approved for lease within Tortola Pier Park. Only four of those are internationally owned.

Retail and services will include locally made souvenirs, clothing, jewelry, footwear, leather goods, food and beverages, eyewear, medical services, a post office and perfumes and cosmetics, among others.

The BVI Ports Authority said progress on the landside development is in line with targets set for the start of the cruise season on Oct. 1, when Norwegian Cruise Line under its long-term agreement would be required to pay the increased head charge of $15. Meanwhile, on its remaining weekly calls, NCL will continue to be charged $7 per person.

'The BVI Ports Authority looks forward to substantial and actual completion of this project when the substantial benefits under berthing agreements would mature and be derived,' md Claude Skelton Cline said.
