The project entails quays to handle two ships up to 330 meters in length, with a draft of 10.5 meters, according to CentralAmericaData.com.
The publication said bids are due Jan. 16.
As earlier reported, the Panama Maritime Authority has estimated the cost of the project at $30m.
Currently, cruise ships visiting Panama City tender passengers to Fuerte Amador, near the site of the proposed homeport.
