The formal request for indictments had been expected after chief prosecutor Francesco Verusio’s team narrowed its focus early this year to seven crew and shoreside executives in addition to Schettino. All are understood to have had the opportunity to request further questioning or file briefs in their defense.
Monday’s news suggests charges were not ultimately pursued for two of those people.
A magistrate will now consider the indictments and whether to pursue a trial.
More than 200 people were questioned in connection with Costa Concordia’s capsize off Giglio on Jan. 13 one year ago. Thirty-two people died.
