Sanya and Haikou
The first two pilot ports in Hainan are Sanya and Haikou.
This initiative is to encourage cruise ship operators to design and provide diversified cruise offerings and further promote Hainan's cruise tourism development.
Chinese-funded cruise operators' owned or bareboat-chartered foreign-flag cruise ships are eligible. MOT defines a 'Chinese-funded cruise operator' as a business entity with no less than 51% Chinese invested capital, running international cruises on ships built less than 30 years ago.
To apply for approval of cruises to nowhere, the operator must submit the voyage proposal two months ahead of schedule. The MOT Hainan Department will be responsible for reviewing the proposal and related arrangements.
