He succeeds Carsten Wiebers, who took early retirement.
Blum has been with KfW IPEX-Bank since 2006 in roles including director of the representative office in São Paulo and team head in the maritime industry and energy sectors.
Wiebers retired in November after nearly 26 years with KfW IPEX-Bank.
